EASEUS Partition Master Professional (2 Licenses, Lifetime Upgrades) USD $32.97 or AUD $47.26

There are some good free partition managers for Windows (see below). There are also some useful live CDs you can use for partitioning drives.
For sheer convenience, two lifetime licenses for EASEUS is pretty good.

• pro: Easy to use
• pro: Reliable (from my experience)
• pro: Allows resizing, merging, converting, aligning and splitting of partitions
• pro: Doesn't update frequently, meaning it's a stable product
• con: Doesn't update frequently (eg. I think there were about 2 updates in the last 12 months, so new features rarely come out)

If you're looking for free alternatives (but mostly less capable), LifeWire suggest quite a few.
